Unable To Quest

Hey! I'm a Level 11 and Loving this realm! But I decided to get some gear and then go PvP! But im unable to quest.. 'http://prntscr.com/9xhxjh' pops up everytime a pick up a quest.. even quests i am able to get at levle 9.. even Durotar quests say this to me .. please help ..
