General chat not working?

I can see general chat, but can't type or even get the text option for chat to come up. Any reason for that? Is it a bug or a soft ban or something?

low level accounts have multiple restrictions on their chat use. These restrictions are gradually lifted as you level up your first character. Please minimize your usage of public chat channels until you have at least one character above level 15.
