Frame Skipping on UI Changes

I just started playing this, only lvl 7 and still in Elwynn Forest but I've noticed a lot of skipping whenever I do anything UI related. Things like opening my bags, looting mobs, clicking an npc/player and their portrait shows up, the text that appears when moving through a zone. I
It seems like any new UI that needs to be loaded games the game to stutter or skip. Sometimes its a quick second, other times it can be like 10 seconds or more.
I don't think its an issue on my hardware, all my drivers are up to date and much of it is rather new.
Wondering if there is a specific issue with certain graphic settings that I should turn off or some solution?
