Frostweave pants have less spell power

My wife's 57 mage Frostweave Pants only shows up to 17 frost damage instead of 26 when she looks at them. When my pally looks at them they show 26 in non trade window. Am I missing something?

Also her Runecloth gloves show 7 instead of 12. You can just inspect her and see the differences.
