Item changes - bug or intended?

Hello. As of last patch (1.8) certain items were changed. So far I have found the following:

Draconian Deflector - Defense changed from +15 to +10
Force of Will - Defense changed from +10 to +7
Bulky Iron Spaulders - Defense changed from +9 to +6
Redoubt Cloak - Defense changed from +10 to +7

I checked the 1.8 patch notes and I cannot find these changes. Are they intended or is it a bug?

these changes were supposed to happen with the 1.7 patch but were only corrected now.
