UI Glitch?

Hey guys, I have a bar about an inch wide running from the top left of my screen all the way down to bottom left. it rapidly flashes between multiple different colors. It tends to happen more when interacting with any part of the ui, but generally has a mind of it's own. I've tried everything I know to fix it but nothing worked.

not in any particular order:

1) reinstall WoW
2) update display card drivers
3) check monitor cables
4) check GPU temperature
5) see if any other game has graphical artefacts or issues
6) disable addons and delete WTF folder
7) reinstall DirectX
