Nostalrius Begins - Quality wow vanilla realm (1.12)

Blizzard is suppose to have increased damage from frost gear and spell damage gear but it does not. I have frost damage increase gear and it doesn't change the damage effect. This is a bug, as it should at least increase half of the spell damage, so if I have 20 spell damage increase it should make blizzard hit for 10 more damage each hit.
