Flight master not respawning

PVP server. Sun Rock Retreat. Maybe someone moved the NPC so it won't respawn?

Sometimes it stand in the wrong location. I have seen it stand over 40y away sometimes in southshore and people was waiting and waiting Have you been looking around in the area?
