Tyrande Nos PvP

Tyrande is missing - is it a bug or does she get killed as soon she spawns?
If it's a bug, please tell me. Than i would open a ticket
If she is getting killed wouldn't it fall under:" Griefing: Intentionally killing or disabling important quest NPCs for an extended period of time which exceeds 24 hours."?
