I believe you have to be level 6 (or 7) to talk in certain chats. I believe they put that in-place to stop advertisement of gold etc.

You have to be level 5 to talk in General chats, Trade chats, World chats, etc but im sure by the time you read this you will have noticed haha and you are correct about the advertisements statement Nothing.
