Fix the Zep Auto Flagging Bug

Seriously, there are level 60 players who wait outside the zep tower ganking everyone who comes off the zerp because it automatically flags you for pvp even though you are flying from Org to UC andn ever enter contested territory. These players are abusing a bug.
