Problem with Racial Abilities

I created a Gnome Rogue to 29 twink purposely for the +!5 engineering racial so I can use Goblin Rocket Helmet which is a nice advantage at the 29 bracket. For some odd reason when I learned Engineering at level 5 my skill cap wasn't 15/90 it was 1/75 and my Main is a Gnome character that has 16/90 engineering. Is there a way this can be fixed?

Level your engineering a little and this issue will fix itself.
