Onyx Attunment quest not providing quest item.

Hello guys,
As far as I know I am the only one suffering from this bug. I checked the bug tracker, created a in-game ticket, and looked at the forums over Nostalrius website and nothing i could find. Hopefully someone can offer me some help here.
After doing all the Windor quest chains that lead you over to SW, you reveal The Great Masquerade. Right after that, Bolvar gives you a quest called The Dragon's eye. In addition to that, Bolvar is supposed to provide a Fragment called "Fragment of the Dragon's eye", this item is not provided to me. As a result, I'm not able to continue the chain. I have tried to drop the quest and pick it back up and nothing, he still not proving the quest item.
Any help is greatly appreciated.

Is it a possibility that you have the item in your bags or bank?
