It's called an "artifact".
Here are the primary causes of artifacts:
1. Overheating components (graphics card primarily)
2. Damaged vRAM on graphics card
3. Graphics drivers that are have compatibility issues
4. Corrupt DirectX installation
5. Dying power supply (i.e. graphics card not getting enough power)
I suggest you ensure there is no dust inside your computer, that the graphics card has ample supply of fresh air from the outside. You don't it to be hot in there.
Install the latest graphics drivers for your graphics card. Visit the manufacturer's website for this information.
Re-install DirectX. Do a Google search to learn how to do this.
