Regular chat - Messages don't go through
Whispers - Fine
Party Chat - Fine.

Are you new to Nostalrius?
New players/accounts have a limitation on the chat and thus can't use them properly until level 15.
Sometimes the ChatSpam detection even bans new players/accounts, but GM's unban them fairly quick after an Appeal is made.
