Preferred zone

When i first logged in to create my first character, i got to choose my preferred zone (before the realm choosing). I'm from Europe, but there i only got USA to choose.
I don't know if that changes anything relative to lag, but i noticed some 1-2 seconds lag on some activities, like looting (casting and the controls were fine). My average lag is around 140ms...
Why can't i choose Europe?
