Account Creation IP

Trying to create an account for the first time, and yet during creation on step 2, it gives me the message of
"Registration failed! This IP is not allowed to create other accounts."
I'm not really sure how I've exceeded the IP limit to create accounts without having created an account.
Any solutions?
