My account was banned today due to multi boxing in a city. I was told by several people multi boxing is allowed if in a city? I was warned before because I was running around with both toons in STV, but this time my toon was in Stormwind to check the mailbox....

And here's the exact wording on what's allowed in terms of multiboxing from the ToU:
"There are a few specific situations where you may have two characters in-game simultaneously, *only while both characters are in a major city*:

Transferring items between accounts;
Using professions, as long as no farming or material gathering is involved;
Crafting, enchanting, banking and/or for trading purposes that does not include the Auction House.
Portalling a second account only to and from major cities.
Playing simultaneously on both PvP and PvE realms. *Not restricted to major cities*"

You don't get banned for 1st offense of multiboxing, so either you must have done this before, or there are more than just multiboxing to this story.
