Wowhead was created during 1.11, that's why everything created during 1.11 or before is said to be 'added in patch 1.11' on wowhead, this is in no way a trustworthy source.
However the recipe was probably added after 1.4 if the dev team chose to withdraw it from the game

As far as I know, that recipe is from 1.5 thorium brotherhood item rewamp. Correct me if im wrong
