Crushing blows bugged?

AFAIK only mobs 3+ levels higher than player can do crushing blows. But according to combat log I even got crushing blows from mobs 2 levels higher than me. Is that ok or bug or i just missid something?

I was wondering about this as I was taking crushing blows from equal level non-elite mobs yesterday on my mage.

Is your guys' defense skill capped? if it isn't you can get crushed from mobs your level or even lower. getting crushed by a mob 2 levels higher is normal without any defense rating and maxed defense skill. Now, let's say you are level 30, that would be a max skill of 150. If you are at 140 defense, you can get crushed from a mob level 29+.
