Is the Micro-stuttering something everybody experiences?

I'm talking about the type of micro-stutter shown in this video:

If you can't notice it, try focusing on the trees or ground in front of you when your character is running, or simply zoom-out overhead while running. It's a split-second jig that happens repeatedly. Very distracting, but if everybody has this then I guess I can live with it.

I'm running the game at 60 fps with Vsync and anywhere from 250-500 FPS without Vsync.

It's a common problem with high-end PC's running old games and there is very little you can do about.

Sorry for bumping an old thread, but has anyone discovered a solution for this? Happens on both my desktop and laptop computer. Tried messing with every setting I could think of but the micro-stutter still persists. Wish I never noticed it to begin with :(
