BUG :: Frostbite procs too often

Hoping the dev's look into the proc rate on Frostbite, 15% is 15%, not 50%+

I'll be doing some tests on my mage, but it def proc's more frequent than 15%, it should also have a high chance to break iirc from dmg... and its not at all.

Mine breaks very quickly on damage, I don't know what level or shit you are but in dungeons I never get a cast of after it's procced and alone it breaks after first Frostbolt crit usually.

I've sat in Frostbite procs from 100%-0 numerous times in PvP, from one proc, same goes w/ Nova, I realize it can happen, but the frequency of which it happens is the only reason I posted this.
