Nostalrius Begins - Quality wow vanilla realm (1.12)

Is the Torch of Retribution (first part) Quest in Searing Gorge buggy? I've done all pre quests, he enchanted the green glowing torch in the pre quest, but as soon as I accepted the Torch of Retribtuion quest the Torch despawned and now it won't spawn again (should in front of the NPC) so I can't loot it. Even if I skip it and reaccept it the torch won't spawn again. Am I doing something wrong, shouldn't the torch just be in front of the Quest giver?

This happened to me too, the solution for me was I waited for someone else to come by and do that part of the quest and when the torch spawned for him, it also spawned for me.
