On several occasions, my friend used seal of justice's judgement on rogues and their movement speed was not limited to regular movement speed. Any pallies can back me up on this? Or is there something I don't get?

This is not how seal of justice works in Vanilla. Read your tooltip carefully then compare with the TBC version of the spell.

This reminds me of the thread where a player was irate about mana shield not absorbing all damage and ridiculed the staff for not fixing something so simple. Then another commenter pointed out if he read the tooltip, it said it only absorbed physical damage, not all damage.
