Yes, that's the bug. It's not supposed to be a prereq. It's supposed to be one of those semi-chains that just lead you somewhere, like with the engineering spec quests.

From what I've seen playing during Australian timezones it may favour horde a tiny bit. Horde definitely manage to pull off better team compositions too.
