The Cod mail scamers and market controlers any rules?

Greetings i was wondering if we got any rules against players who say to cod them all items you got of some kind and so on , and they keep your items/gold away from you untill items autoreturns , i got a case like this where some dude say he buy all elemental fire i got and after 2 days he still didnt pick the items even after i told him because he say he will return them to me after he sells hes ones and prices will drop on it and i will lose gold . Is anything there to use in server rules against these idiots? they deliberatly control the market place.

This is not scamming, this is just how the COD system works. If you don't want to risk having your CODs sit in limbo trade directly or use the AH.
