Halloween, the pumpkins around the inns, the seasonal quests etc.... is that happening?

Although I would like to see this as well and it doesn't affect immersion that much... Hallow's End was added in patch 1.8

Yep, sadly this means that 1.8 is scheduled for December 2015... meaning no halloween for an extremely long time. I really think they should amend this since most players playing now won't see the game through to october 2016.
