[Bug] Fix Berserking Please

Berserking still isn't working properly despite being on bug tracker for months and months. For casting speed it's 5% regardless of hp instead of 10%-30%. Please fix this, the racial operating at half to one sixth strength is hurting a race that is already underrepresented.
