People upvote useless posts all the time. Just take a look at existing comment voting systems, e.g. Reddit, YouTube. It doesn't work.

If you spot comments that are clearly spam, there is a report system already available in this forum.

Implementing a voting system like this would be a waste of resources for no apparent benefit.
