I don't get it why people make a fuss about ganking, it has always been a part of vanilla (and wow as whole).
Regarding lore, we have only two major factions constantly at war. Azeroth is basically littered with lone heroes who are either evil warmongers or benevolent peaceseekers (and players get to embrace this role).
From gameplay perspective, it's an open world (considering what could be called an open world in 2004~). What it means is that you are free to do almost anything as a character and this includes being a dick. There's no point limiting that freedom or then you could all the same build the world like GW with instanced maps etc. Open world is about freedom of choice.
I don't condone ganking but I recognize the thrill of running into a "skull" horde during my travels, monitoring if he's hostile and escaping if he indeed is looking to kill me (repeatedly even). Also why not just consider gankers as a hard mob. There's a roaming elite in almost every zone that just instagibs you, sometimes repeatedly.
Ganking is a feature, an experience. Embrace it.
