This is correct. People, who leveled on day1 of the server can easily see the difference - most noticeable with quest objects in the world. Those used to have 5-15 min respawn time each, which made many quests nearly-impossible to finish for anyone. Now many quest item objects respawn in < 1 min.
NPCs are also affected - standard NPC respawn is ~5 min, but in many leveling zones you can see NPC respawning every 2-4 minutes instead.
