So will warlocks drain mana ever be fixed?

I saw this brought up ~2 months ago, posted to the bug tracker, and never spoken about again. One of the Nost representatives even commented on the thread confirming that there was indeed a missing rank of Drain Mana(Rank 4). Just wondering if there is any intention to actually put the max rank into the game? Thanks.
