Sanctions against gankers

According to the Terms of use:

Extensive killing of important quest NPCs;
Player harassment;
Attacking other players while standing on a spot where the guards cannot reach you

are not allowed.

So instead of temporarily ban these players, remove all pvp equipment and money they have from all of their charaters and reset all of their honor, rank and reputation with pvp fractions. This is a usual sanction in EVE-Online and is really effective. This way the player have to work his way up to the status he was before violating the term of use and can't get away by skipping few days of playing.

I suggest the community it self to face this problem by asking help from other players, and of course other players should respond and assist the victim.

If something against Terms of Use, then GMs will respond. If they'd think killing questgivers or safespotting is part of the game, they wouldn't add these rules to the list.
My suggestions are not about the rules, but the penalties.

Your penalties are dumb and would require more work on the part of the already overloaded devs. Safespotting is already dealt with by GMs just fine, however the terms of use says 'extensive killing of quest givers'. Whenever a GM has responded to this on the forum, they have said it must go on for hours, if not days, before they intervene. Stop crying. If you don't like it here, reroll on PvE.

The butthurt is intense, you are welcome to join the pve server with the rest of us who don't like wpvp. The difference is that I accept the fact that the pvp server is hyperactive in wpvp.

I don't like being ganked just like the next guy, but your suggestion is utterly ridiculous.

They only consider it harassment if you camp somebody in excess of five hours or something, which is more generous than what Blizzard did.
