The note from Blizz you referenced said that adding flying to the OLDWORLD did not play out how they wanted it to. It says nothing about Outlands or (if Nostalrius ever gets there) Northrend.
Flying worked in Outlands but shouldn't have been put into Kalimdor / Easter Kingdoms. Nuff said.
