Shamans could never learn swords, vanilla had nothing to do with it.

Hunter - Axes, Swords, Polearms, Staves, Daggers, Fist, Bows, Crossbows, Guns
Mage - One-Handed Swords, Staves, Daggers, Wands
Monk - One-Handed Axes, One-Handed Swords, One-Handed Maces, Polearms, Staves, Fist
Paladin - Axes, Swords, Maces, Polearms
Priest - One-Handed Maces, Staves, Daggers, Wands
Rogue - One-Handed Axes, One-Handed Swords, One-Handed Maces, Daggers, Fist, Bows, Crossbows, Guns, Thrown (Rogues can't actually use Bows, Crossbows, or guns, but they can equip them.)
Shaman - Axes, Maces, Staves, Daggers, Fist
Warlock - One-Handed Swords, Staves, Daggers, Wands
Warrior - Axes, Swords, Maces, Polearms, Staves, Daggers, Fist, Bows, Crossbows, Guns, Thrown
You shouldn't use NPCs especially major lore characters as an example for what your player class should be able to do. I mean I'm sure Mages would love to be able to drown Orgrimmar like Jaina or Warlocks summoning fel volcanoes like Gul'dan, but that just isn't happening.
And by the way, Blizzard removed his swords and gave him axes in Wrath of the Lich King.
