It is not about _what_ should be penalized. It is about _how_.
The risk of being banned for few days will not change people's behaviour. Loosing all his pvp gear and money might do.

I agree, however the pvp realm is overpopulated, so the percentage of players violating the terms of use is higher than on a usual retail realm. Starting the pve server will not make things better, since pve oriented people will leave, so the percentage of violators will increase.

Well, naming a suggestion dumb is just dumb. Maybe not violating the term of use would help seeing these ideas less frightening.
Anyway, discussing different methods of penalties has nothing to do with the current amount of work of the staff, since you can reject _any_ idea with that same argument, including fixing bugs. However I do understand that these suggestions would have lower priorities, but I guess that applies to all suggestions.
