Oh yeah, I agree that ~same level pvp is alright, as long as it's not a hard counter situation or they aren't excessive about it in those cases(you have a round or two to get your HK and then both go about your business). But it almost never happens like that.
They either spot you questing and go get their main. tell some guildies about you questing. Deliberately follow you discreetly and wait till you're engaged to attack you (repeatedly). Or are just a high level themselves who decided to go camp a lowbie area for awhile or even a group of them). Especially around Chest time (I've found it's actually faster to just grind the entire STV block away in a unpopulated area then it is even attempt to quest there, adding to frustration of the huge area and lack of mounts and FPs you're already having to deal with).
Once you get to the Sithilus and EPL areas, you end up dealing with more group content, so pvp encounters tend to be a little more balanced, since you've usually got potential allies on hand, where as leveling zones, the populations tend to be staggered to the point you may not have someone to call on for help in event of a leveling party that decides to camp you, or what not.
I'm not as bad about getting frustrated as i used to be, though it's mostly because I stopped trying to rush. If I get into a situation where I'm being repeatedly ganked or otherwise inconvenienced, I just called it a night and try back later. Though I still refuse to even bother questing in STV. I hate that zone even on a normal server and would much rather just grind somewhere with profitable mobs, especially since that's when you're getting close to the big 4 0, and your mount purchase, where as questing in STV isn't really that profitable and the sheer amount of time spent travelling hurts your overall xp per hour even when you aren't having your questing path constantly interrupted by rival questers and gankers).
