I do agree and disagree with you. I do believe it should be 100% vanilla until about 6 months after naxx 40 is cleared completely. But then to retain players, similar to Jagex and their approach to OSrunescape (which might I had has gone over really well), I do believe modded content will then be beneficial to the server to keep it alive. However it would need to feel like vanilla content. Raids would need simple but difficult bosses, loot can't be too powerful, earlier content can't be skipped and attunements quests would have to be made.

As a counter argument to that, player retention should be irrelevant as I have heard that the serer will carryover into The Burning Crusade and possibly Wrath of the Lich King.

Then you have the issue of people wanting to stay on vanilla, personally I didn't like BC so I would stay vanilla until Wotlk, in which retention might be an alternative. But you can go back and forth on this topic with this argument for hours.

TBC yes, Wrath no. And it'll be a separate server with one-way character moves enabled.

That was supposed to be the Stormwind Vault. According to the RPG dangerous criminals/monsters like ogre mages and demons are thrown in there, and that they are all condemned to death, but Stormwind doesn't have the means to easily kill them. If you look in the game files with a model viewer you can see that the instance is basically there, but inaccessible. It looks like a bigger Stockade with multiple floors http://i.imgur.com/aabQR7E.jpg
There's also another unused portal in SW, the usual rumor is that it was going to lead into a player housing area. There are a few test models in the files named "playerhousing/human/humanlevelonetest.wmo" etc.

Also there are indoors files belonging to Karazhan there as well, but it says that they have been removed. So I don't think Karazhan the instance really exists in 1.12, but I'm not sure. They might just be empty dummy files reserved for when they actually made Karazhan, as there are exactly 100 subfiles in that group
