Seal of Command SHOULD:
do 2x damage on crit
Never: miss, parry, be blocked or dodged
have its hit calculated based on melee hit, however when missing say resist instead of miss
have a 1 second internal Cooldown so it cant proc more then once off attack multipliers such as hoj or reckoning
have a 0.5 Second delay following white damage to allow for vengeance effects.
CURRENTLY:
Treated as physical meaning that It can miss, be parried, be blocked, be dodged
does not say resist when it misses
Has no delay meaning it receives to benefits from previous white crits causing vengeance
Deals 2x damage
