Other people have already made a suggestion on how to handle it. Instead of making vellums a profession worthy item, simply make them buyable from vendors, much like potion bottles and the like. The scripting is something I know little to nothing about, but I cannot imagine that it would be that difficult to add.
All that said, this isn't a huge issue for me, just something I'd like implemented.
