Yes adding this to world bosses is extreme, but what they could also do is make its respawn timer more dynamic so it doesnt spawn at EU times like it has always done it.

Last Kazzak and Azu dead around normal EU times, before that kazzak at 00:30, azu at 4:30, before that Kazzak at 5:00, Azu at 4:18, then kazzak 21:50, azu 18:20, and before that azu 3:50 and Kazzak 3:52. I can go further, however you would soon notice that the spawn timer is RNG and doesn't favor EU at all.

I agree with the OP there is not enough world boss to go around. we have 2 to 3 times the population of a regular wow server but we don't have 2-3 times the amount of world bosses.
