1) The penitence increase in income isn't worth the community backlash
2) The legal fees for going after everyone isn't worth it
3) Not all of the Private Servers are in countries with Copyright / Trademark agreements with the USA
But, at the end of the day Blizzard could easily shut down Nost. One letter to their ISP and that's it. -- AFAIK They're in France. And France does have agreements with the US.
So yes, lets start modifying the game so it can more directly compete with Retail. I'm sure that'll end well.

I seriously doubt that this is what would be the thing that makes them target the Nost server. Honestly, if blizzard cares at all, then they'd be targeting private servers based on numbers (both income and amount of players)... I have no idea how much money the Nost team is making (if any) but I do know that it is the single most popular private server by a clear mile. If they were to be targeted, it would be for this reason. Not some relatively minor (from an ingame perspective) change.
I didn't quote the different steps that it would take to add vellums to the game, because I can't really contest this, as I admittedly have very little coding experience. I will however ask where you arrive at your numbers of a couple of years or three? What was it based on? One coder? And how do you know how long it would take? Do you have extensive experience with coding?

You cannot have it both ways. If you want it different then go play on a Funzy Server.
OR, go farm the recipes yourself...you know. Like everyone else has, who is here for the Vanilla Experience.
I'm not objecting to farming a recipe, because as far as I know, all professions have recipes to farm. I'm objecting to having to stand around in a city advertizing to get customers instead of placing my wares on the auction house... Like any other profession can!
You see vellums as ruining the vanilla experience... But the vanilla experience I'm after is raid difficulty and the raids themselves. The vellums would change NOTHING about that. And if we want a truly vanilla server, shouldn't it be capped at 2500 people? Apparently we could have it both ways on that?
Blizzard, like any company, would go after targets that threaten either their income (that one private WoW server was making several million a year for PAID subscriptions/services) or who look to be trying to copy their software. And there's an ever so slight difference between the ManGOS emu (and the like) and altering the client. One handles the database and the other is the 'actual game'.
Think of it like this. You make a drawing using #2 wood pencils. I then come and use #2 wood pencils to make a drawing of my own design. You couldn't sue me for using the same utensils.
But! If I take your drawing and add to it and then vaguely hint (by omission) that it's mine. You have yourself a case.
All Blizzard would have to do is say the modified client "dilutes their brand's presences by introducing an unstable unofficial version that could lead potential customers to assuming the two clients (official and modified) are one in the same. Thus, dissuading those customers from purchasing the game."

The number is arbitrary and based on my own experience of projects taking longer than was initially thought. I'm estimating on the conservative side (bigger number) because I haven't seen the source code used to run this server. But trying to track down the area and then trace the code that controls just populating an object into inventory of select vendors would likely be a pain.
Then you have to figure out how to make the object do what you want using a client that doesn't support that type of object [one that can hold an enchant and then apply it to an object]. Or downgrading a client to have the original game's mechanics and loadout (spells/talents/stats/etc).

I apparently lost track of the topic and thought it was about getting enchants without being a "fully qualified" enchanter (having all the recipes).
If you're having trouble advertising...then why not use World Chat ( /join world ). Just about everyone seems to have joined it as the main..um...Intercontinental Trade Bazaar.
