HUGE difference!
The influx of level 60's to a new server unbalances the economy due to
- the huge difference in the amount of cash new vs old players have
- gold farmers can easily transfer and begin camping nodes
- the angry gankers can come and destroy quest givers in lower level zones, once again making it brutally difficult for low level new people in poor gear to be able to progress.
- twinks come far too soon and destroy the charm of the low level BG's where everyone is mostly on an equal footing with each other gearwise.
On a new server, friendships are made primarily because people really need each other.
Bring in the 60's with their money and their twinks, and they don't need anyone. Even the new people need each other less, because some who might have been willing to negotiate, or help, just sell stuff to the rich 60's, again, making it harder for brand new people to get the gear they need at prices they can afford. The 60's and their alts have a huge advantage over the new people.
Another part of the fun of a new server is all of the server firsts. Bring in the 60's and it all becomes - Been there. Done that. - In other words - boring instead of exciting.
I strongly support a NO TRANSFER policy until the server has matured to at least 8 months to a year, to allow the new player base to get a good foothold, and to cement relationships.
If you have already reached 60 on the current server, you should already have your friendships. Why would you want to leave them? If you have none, what makes you think you will make new ones if you are not willing to go through the same work as the people around you.
Or have you cheated so many people on the current server, that you want to run away and find a new bunch of people to scam? Transfers always bring the scammers, ninja looters, and anyone with a bad rep. Over time, we will probably get our own. But please - no flood of them at the beginning.
