Yesterday I was in DM and noticed that patrols are very rare and instance never respawn. It was an obvious wipefest with low level chars and even after 9-10 wipes when our gear were completely broken I saw only one patrol and not single trash mob respawn. I perfectly remember that Vanilla retail had respawn timer on trash mobs and patrols every 8-10 minutes.
