Block exp (Twink 19... etc)

Hi i just want to ask if it will be possible to block our exp progress to play at a lower lvl (cause i personally think it is the best version to play at a lvl 19 but when your "main character" is a lvl 19 you want to do a lot of quest and stuff we probably could call "rp" but it still impossible without an exp blocker...) ?

I don't really know if we have an exp blocker actually but a lot of people said me it wasn't so...
Lets just try to post here and see !
