Character transfer / "fast" leveling

Just joined the website, forum and server. Now, before you throw stones at me, let me explain and intruduce the subject a bit.
Yes, I know, it's written black and white on the website's FAQ : no transfer.
So why do I still open a subject on that matter... because I think if well done it can be an interesting option.
Also I believe what I say below is quite well thought and not just thrown out for trolling.
I am a pretty ancient WoW player. Started during the open Beta, paused at WoTLK and definitely stopped early Cataclysm. And when I come to think of it, I had my best times in Vanilla, grouping and raiding with 39 other people, experimenting wierd specs (when it was still possible !) and doing 12 hours long Alterac Valleys... (yes, 12 hours long :b )
I tried and played quite some times on other Vanilla servers, only to find most of the times underpopulated servers or really unskilled players and a general bad community.
Even if there was enough people to get 1 to 3 raids per faction every night on low population, the rest of the players are less than enough for dongeon, any level. Which makes the experience quite lonely if not inside one of these hard core HL guilds, which I was for a while. Only a while.
The other kind, moslty instant access to 60 servers WITH gear, and people not knowing how to play/party/raid, and in the end the experience wasn't really any better.
Why do I come here ?
Because after having heard of Nostalrius, the population intrigued me. So I came, did also a quick research about other 1.12 servers around and from what I read this one is simply the least bugged, launching events and most populated. Which makes it very attractive compared to the one I spent most time on.
When I log on there, I see maybe one raid somewhere HL, and then between 5 to 25 people per faction scattered on the 59 first levels. Not much to get some dungeon going on... And I was a healer, not enough to get a party :/
There is one problem: the leveling.
Yes, I know, I guess the majority of you sees the leveling as part of the game, as part of the Vanilla experience. I do too actually. But I just can't bear leveling a second character once I've done it. Whatever the game.
I already see the comments coming "Then don't come" or "No." and so on.
To these people, let me tell you. Maybe you enjoy the leveling phase. And that's fine with me. Maybe you hate the 40men raids or hate PvP but LOVE PvE in general. I personnaly like the leveling, the FIRST time I do it. After that ? I rather go do something else than start another char. Which is a shame because I am sure I would love to play on this server.
But let's face it, why are the people coming back to Vanilla WoW ?
Certainly not for the graphics. Some might for the leveling. Others because they don't like the path Blizzard is taking and liked better other extensions.
But I would bet that for the majority of them, it's for the HL and extensively challenging content that the game had to offer that is not available anymore, or that they didn't get the chance to try for whatever the reason. The challenge of 40 men raids, Naxxramass.
So what could be done ?
I totally understand the "no transfer" policy. First because technically it must consume quite some time to the one transfering or creating the character and giving him all the equipment he had. It also requires the players to live and feel the game, their class and the community as well as the difficulty of the content before being able to go to harder stuff and strategies.
I am not asking for an instant access to 60 with gear, which would most probably result in what these servers I tried were: a bunch of people not knowing how to play their class and with no idea of the difficulty of raids. Going to MC and Onyxia in full green thinking it's gonna work, and quitting after the second wipe cause "u R noobs".

I'm more thinking of a way to avoid the leveling, or some of the leveling. This wouldn't require much time (if almost any) from the staff, while giving the opportunity to some people to access faster to the end game, without killing the experience of the ones willing to get 60 normally. Let's call that "fast leveling".
And for that I had different ideas about it, all turning aroung one requirement: the player asking for a "fast leveling" would have to prove that he had at least one character on official server of level 60.
This way, even if he is "given" a lvl 60 here, he would know (at least a bit) the game.
Different ideas (all have this "requirement" of the proof):
- Easiest one: gets a lvl 60 character of the class he had. Grey stuff, maybe some gold/silver just to help for taking the flights :b
- Gets a fast XP rate for a char. Same class, or not.
Rate to be defined. 5 to 12x I guess could be an option.
- Gets a lvl 50-55 pass.
- Has to level up a char up to lvl 20 (30 ?), and then gets a 60 (or 50-55 ?) pass. The leveling up to 20 is here to show the motivation or will to continue, and not just get a 60 and stop after 2 days.
For all of these ideas we can also have the following questions: Does the proof of ONE character gives the "right" to only one ? Or many "fast leveling" character ? Only same class or other class than the "original" ?
Would coming from another private server be also OK ? (more complicated, as many of them offer the pay-to-60 option).
In my opinion the best options would be a fast XP rate OR the "lvl-up-20-gets-50" ideas. One char "proof" enabeling you for one char only, but whatever the class.
This way, the lvl 60 isn't given nor paid for. You still don't get any equipment and still need to level-up and get your class going, but don't need as much time to get there. Avoiding the insta-60-geared servers problems.
I am aware this will most probably be laughed at, trolled , not cared about and even not read due to the lengh of the thing... I asked anyway. The "no" is the default answer, the only risk of asking is getting a "yes"
