I don't think just increasing speed will help. Blizzard do this a different way based on the load.
It's either they have a minimum quota which they maintain (e.g. zombies in starter zone, it will spawn a maximum of say 60 of them, but ALWAYS have at least 15). In this way, even if the zone is full of players, there will always be some of them constantly spawning so players can move on.
The other possibility is similar to above but as they drop below a threshold the spawn rate increases.
Implementing option 1 is actually fairly easy (if creature pools are used on the server).
Really is the quickest way to get people moving on.. I logged in earlier, zombies in undead zone was jammed with people just waiting to jump on them....
So I went away for 3 or 4 hours or so. When I come back.. Exactly the same number of players waiting on the damn things. It prevents people progressing past the choke points (making the choke points continue on further than normal progression speed differences would usually allow for).
A shame really that such a little thing is hampering the launch really.
