I don't think it's even technically possible with Vanilla's software.

The closest thing they could possibly do is cap respec at 1g, but they won't because "blizzlike"

They could make it free.

They could also untie respecing from class trainers and just let you type .respec to clear your talents.

But, as you said, that wouldn't be Blizzlike.
