Nostalrius Begins - Quality wow vanilla realm (1.12)

The rogue class quest Plundering the Plunderers, that eventually leads to thistle tea recipe (important for rogues), cannot be completed.

Quest requires you to take a ECAC item from a robot near questgiver, to use on an enemy mob to transform it from lvl ?? boss to a killable version - however the robot DOES NOT give any items, and has no dialogue except standard one. This makes the quest impossible to complete

What level is this quest again?

confirmed broken, guy next to questgiver does not really interact with quest items required.
