Fix Berserking (troll racial)

Please fix berserking, its THE hallmark troll racial and is currently not working as intended. It's supposed to be 10-30% faster cast depending on health and at this time is 5% regardless of health.

Trolls are being discriminated against and I just can't allow this. Just because we are a minority doesn't mean our racials are any less important than any other race. Please fix this, Nost is such a fun server and I hate being at a disadvantage against other priests because my primary racial is broken.
